고령운전자 면허제도 개선에 따른 교통사고 감소 효과 분석

The purpose of this study is to analyze the crash reduction effects due to the strengthening of the elderly driver's license system. To this end, crash data for all elderly drivers aged 75 or older were collected since 2017, and three scenarios were set up and the effect of driver’s license policy improvement was evaluated through comparative analysis between groups that adopted and did not adopted strengthening policy. To increase the reliability of the analysis, the effects were compared and analyzed by applying simple before-and-after evaluation method(SBA) and before-and-after evaluation yoked comparison method using the same data. Significant indicators were determined through chi-square test through cross-analysis by crash investigation item. The results of the effect analysis are as follows. First, it was confirmed that it was effective in reducing the overall crash of the license policy improvement group in all scenarios, and it was also found to be effective in reducing killed and serious injuries, nighttime crash. Second, it was analyzed that the SBA method produces the most valid analysis results. Third, as a result of chi-square test through cross-analysis, the change in the composition ratio of detailed crash classification items such as monthly, crash grade, crash type, and road type was not significant, and the decrease in the ratio of male driver crashes and nighttime crash was significant. Finally, it was confirmed that the policy to strengthen the license system for elderly drivers was effective in reducing crash for the elderly.
