Public- and Private-Sector Wage Gap by Education

초록

This study examines the public- and private-sector wage gap by education. The estimation results using the 2013-2021 Regional Employment Survey micro dataset show that there exists a significant wage premium of public administration employees against those in private sector when the sample is restricted to the employees who do not have a bachelor’s degree. However, among the workers with a bachelor’s degree, public administration employees earns less compared to those in private sector. In order to reduce the heterogeneity between public and private workers in the sample and to create a comparable group of private employees, the propensity score matching is conducted. The estimation results are not qualitatively different, but the size of public wage gap decreases for both education levels. In addition, exploiting the 2009-2020 Korean Labor and Income Panel Study, the fixed effects estimation results report that the public wage premium is still significant among the workers without a bachelor’s degree while the coefficient turns out insignificant among those with a bachelor’s degree. Therefore, it seems that highly educated workers in public administration favor a certain characteristic of their job besides wage.
