우리나라 학교조직에 조직개발 적용의 제한점과 기능적 유용성

초록

Organization development designed for business is often employed to serve as a useful strategy for school improvement and change. However, the application of organization development to educational contexts in Korea is very rare in both theory and practice. The purpose of this study was to explore functional benefits as well as restrictive matters in appropriately applying organization development to Korean schools. The study revealed several limitations in the application of organization development emerging from the unique characteristics of Korean school organizations. It suggests restrictive matters including 1) the types of interventions irrelevant for school organizations, 2) the transition of school systems from a subsidiary of the provincial offices of education to an independent institution having autonomic management, 3) the limitations derived from small administrational and financing scales of schools, and 4) the lack of knowledge and skills needed to effectively fulfill organization development. In conclusion, the study suggested that the appropriative application of organization development would bring out five functional benefits. First, applying organization development to schools would function as an authentic alternative to change school organizations. Second, it would play a role in improving organizational competency necessary for strengthening a school autonomy. Third, it would contribute to facilitating educational change and school change through building a mechanism of teacher involvement. Fourth, it would establish a new collaborative culture through facilitating team building among school members. Fifth, it would serve as a key principle to realize the humanization of school organizations.
