지방재정투자사업의 타당성조사를 위한 적정 사회적 할인율에 관한 연구

초록

When the present values of the long-term costs and benefits are calculated for the central or local government investment projects, the social discount rate(SDR) plays an important role. This study examines whether the current SDR for the central government projects can be applied to the cost benefit analysis of the local government investment projects. As a result of the study, the SDR for the local government investment projects are differently derived according to the project types and it is not necessary to lower the rate below 4.5% that is currently applied to the central government projects. However, validity of this level for the local government investment projects should be carefully examined in terms of the budget constraint and the policy rationales.
