러시아의 아시아 회귀전략과 동아시아: 극동지역 개발, 경제협력, 안보협력
초록
In the course of its pivot to Asia over the past decade, Russia has made significant efforts to develop closer economic ties with China and diversify its relations with countries in Northeast and Southeast Asia. This paper seeks to answer three main questions. First, what are the goals and challenges of Russia’s ‘pivot to Asia’ strategy? Second, how has this strategy worked so far and what are the challenges? Third, how has the war in Ukraine affected the pivot to Asia and its relations with East Asian countries? Russia's ‘Pivot to Asia’, publicly declared in 2012, has not succeeded in bringing about the fundamental changes in Russia's relations with its Asian partners that it aimed for, nor has it achieved the expected results in significantly strengthening Russia’s presence in East Asia. Nor has it succeeded in establishing effective mechanisms to harness the economic dynamism of the Asia-Pacific region for the modernization of Russia’s Far East. However, Russia has become a more active and visible presence in regional multilateral structures and has steadily developed bilateral relations with a number of key regional actors. One of the outcomes of these activities has been the diversification of Russian foreign policy, which has gradually created a trend toward less ‘Western centricity’. However, this diversification has been limited to the political and diplomatic dimensions and has not extended to the economic sphere.
