한국과 일본의 취약계층 아동 지원을 위한 교육복지정책 비교

초록

The purpose of the current research is to compare the governmental-level educational welfare policies between Korea and Japan by focusing on the children in low-income families. Especially, we compared the Korean educational welfare priority support policy and child poverty reduction project. The results show that governments have focused on children affected by poverty since the economic crisis in 1990s; since then both governments have actively engaged in support to solve the issues in both countries. In Korea, the Ministry of Education revised the secondary education law and enacted instructions for active welfare support; in Japan, the Ministry of Education, Culture, Sports, Science, and Technology (MEST) have promoted the enactment of the Act on Poverty Reduction. The difference in the operation between Korea and Japan is that, in Korea, the project initially centered on areas in which poverty prevailed, but is now being operated based on each school and educational welfare specialists have not been placed in all schools. However, Japan not only focuses on students affected by poverty but also on the family and social issues responsible for causing the poverty. In addition, government clarifies the policy objectives of deploying school social workers in every school nationwide. Since the two countries have different political, economic, and social situations, a comparison of the respective policies of these two countries may not be meaningful, because the applicable implications for the direction of education welfare in Korea were derived on the basis of cases in Japan.
