초록
The COVID-19 pandemic has critically affected global and local economic activities, increasing non-face-to-face interactions and changing citizens’ lifestyles drastically. Furthermore, local economies, which are dependent on face-to-face businesses, are facing serious challenges. Although many studies have analyzed the resilience of regional economies, very few studies have focused on neighborhood-level commercial resilience during the pandemic. The purpose of this study is to determine the relationship between commercial resilience and neighborhood-level characteristics during the pandemic. This study uses credit card transaction data to analyze drops in commercial sales and resilience in the census unit of Gypgaegu in Seoul. The analysis results indicate that proximity to a park is the main factor to both alleviate commercial sales decline and enhance commercial sales resilience at the neighborhood level. In addition, this study shows that residential areas are resistant to the pandemic as well as business diversity and accessibility to vehicles, which translate to transport with low infection risk, as important factors of commercial resilience. Moreover, the results indicate that the government’s emergency relief fund was useful in coping with the economic shock due to COVID-19. In contrast, neighborhoods relying on people in the age group between 20 and 24, which mostly include university students, as well as 25 and 54, which include workers, had low commercial resilience, thus implying that influx of preexisting de facto population before COVID-19 is required for reviving neighborhood economies. This study therefore suggests that considering economically sustainable urban forms is necessary in terms of establishing the new normal for urbanism.
