아프리카의 정치사회적 ‧ 경제적 토대와 지속가능 성장에 대한 연구:중소국가의 정치부패 문제를 중심으로
초록
Most of African countries in 21c shows average 5% GDP growth annually. However, the problem of corruption would limit the government spending on education, welfare(health), security, and infrastructure which are necessary pre-conditions for sustainable development growths. This article claims that the endogenous growth approach is pre-condition for SDGs, giving good examples of advanced countries. Not only African countries but also other countries in the world consider the corruption as a major obstacle to SDGs. The reasons of corruption is different from one another and its effect on society can be diversified. In general, the causes are ‘the role of state and the characteristics of bureaucracy’, ‘the level of wage on civil servants’, ‘the punishment system’, ‘an internal control mechanism’, ‘rule and regulation, and the transparency of procedure’, ‘the role model of leadership’, ‘the lack of institutionalized political system’, and so on. The illegalities and corruption would lead to inadequate allocation of resources and worsen the poverty and inequality, which end up with the problem of political legitimacy and social tension.
