Is Sustainable Regional Revitalization Possible?: Shiwacho's Experiment

초록

With increasing imbalance between urban and rural areas, public projects aimed at regional revitalization are also on the increase. Originally, these projects were under the full control & initiative of central & regional government. Nevertheless, the effects of input-output table were low. It is commonly remembered as a failed business that has poor effects. A large amount of government funding was invested, but local revitalization could not be realized. After the project, it remains a neglected infrastructure demanding more costs. Demand for new business models arose to ensure sustainability. Shiwacho’s Ogal Project is an alternative experiment which is considered as a rare and exemplary case in Japan. The distinguishing features of the highly regarded Ogal Project are divided into several categories: 1) Regional revitalization prioritizing revenue generation (PPP method of emphasizing surplus) 2) Regional revitalization handing over the initiative (decision & coordination by private sectors) 3) regional revitalization for economic circulation (ocal resources’ priority & specialization projects). The BM’s key lies in restoring the region & securing the sustainability of revenue creation through civic engagement and private sectors without subsidies. The Ogal project is expected to act as guideline and example in the process of Korea's regional revitalization which is in a similar situation.
