An Study on Korea’s ODA and Its Export Connectivity to Receipient Countries

초록

Korea has become one of DAC members of OECD in 2010, and it has pursued active ODAs aftterwards. Acknowledging this feature, the study tackels important two research topics. First, ODA is designed to enhance the economics development of recipients countries and so it is an intriguing question if Korea’s ODAs had enahcned the exports of recipient countries heading to Korea. Second, in terms of governance, African recipients are ackwardly infereior to other regions. Hence, inefficiency in resource allocations ex post ODA implementation can prevail. Understanding this aspect, it is empirically tested whether there is any significant difference in exports towards Korea across African recipients and non-African recipients. The main findinsg of the empirical works are summarized to the followings. First, it turns out that Korea’s ODAs contributes to the exports of reciepient countries heading to Korea, thus it can be said that Korea’s ODsA hves generically created economic opportunities for its recipients, which exactly fits to the ultimate role of ODA. Second, unfortunately, African recipients’s exports to Korea are not significantly related to Korea’s ODAs. One possible explanation for this outcome is Dutch disease. In that, due to weak government capacity and social infrastructure, African recipients cannot fully take advantage of Korea’s ODAs. In fact, any give-and-take deal b is generically limited to Korea other than natural resources.
