취약노인 재산 관리지원서비스 도입에 관한 사회복지 실천가의 인식에 관한 연구

As the number of elderly households increases due to aging population, there is increasing interest in how elderly people can design their Later-life, and manage their property according to their will, even after their cognitive abilities have deteriorated. Currently, there is a guardianship system and a trust system, but it is not easy for the vulnerable elderly to use, and the elderly welfare service provides very limited support services for the elderly s property management work. The purpose of this study is to propose measures to introduce property management support services for vulnerable elderly by exploring the current status of support for property management affairs at elderly care and protection sites and difficulties in the support process. To this end, data were collected from elderly protection agencies, customized care services, and integrated case managers across the country, and 1,136 cases of the 1,140 cases were used for analysis, excluding the unfinished 4 cases. As a result of the analysis, support for the elderly s property management in the field of social welfare services was widely carried out in areas beyond the business regulations such as deposits, savings accounts, and insurance management. There was a difference in support for property management by type of institution, but the experience of supporting property management by public institutions was higher than that of other institutions. There were also differences in work characteristics, with caregivers and life-support workers having high experience in shopping, bankbook management, deposits, installment savings, and insurance management, while social workers had high experience in hospital or nursing expenses. Second, the most common reason for support beyond the scope of the work regulations was the request of the elderly, who responded that the most difficult part of the process was burden and role conflict due to out of the official work scope.” Among the difficulties in the property management support process, judging and deciding whether to apply also showed a high rate, meaning that there is no public service, system, or very insufficient system to support the elderly s property management work. The reason why senior citizens need property management support is that they do not come and go even if they have a family or are far away, which will increase the desire for property management support due to the increase in elderly people living alone. Based on these findings, the government proposed the introduction of public services to support property management for senior citizens living in the community, a formal system to control and monitor support for property management, and specific manuals and guidelines for supporting property management.
