초록

The introduction of market mechanisms in the social has background of the practical necessity such as the expansion of the user's self-determinism, increased non-monetary needs and real requirements such as financial problems and to eliminate inefficiencies. About the tendency on marketization of social security services, there are the positive and negative opinions. In positive opinion, by diversifying the supply subject to let the competition and through that, giving clients the option to increase the quality and efficiency of service, on the Other hand in negative opinion, they say “Social services is the responsibilities of the state therefore the market can not be trusted” and in contrast to expectations, marketization gives rise to poor quality of services, unequal supply due to inter-regional variation, so social service is not ‘people-oriented’ business, to change the ‘business-oriented’ business. that was a criticism of marketization of social security services. Whether to take any position in any social service supply system, public interest that is ultimate purposes of social security, is not to abandoned and to enhance public interest & effectiveness is the issues of marketization. Thus, even if marketization of social security is pursued, the complementary device the publicity can be accompanied should be secured. In this study, the fundamental issues of the marketization of social security are discussed. What background and requirements are necessary for marketization of social security? and Marketisation appears effective if the expected performance? In addition, if the effects of marketization were negative (-) how the market is about to be rebuilt to compensate for the dysfunction of marketization of social security, these are investigated.
