Analyzing the process of tourism safety management policy changes through the application of the ERPL model: A case study of the Itaewon disaster during the Halloween festival

This study investigates the process of policy change in tourism safety management triggered by the 'Itaewon disaster,' a social disaster that occurred during the Halloween festival. The study employs Thomas Birkland's Event-Related Policy Learning (ERPL) model by constructing a five-stage research framework and utilizes Yin's case study method for an in-depth analysis of a single case. The findings show that the event prompted a thorough assessment and reorganization of the safety management system. New policies addressed emerging issues, mobilized relevant groups, and facilitated policy changes and learning through debates and the adoption of innovative measures. Academically, this study confirms the applicability of the ERPL model to tourism policy change research and identifies critical stages in the process. Practically, it provides actionable strategies for safety and tourism policymakers to implement effective safety management policies. This analysis provides insights into the learning and change processes in policy and suggests directions for future tourism safety management policies.
