Digital Divide for Women by Cross-Border Marriages

Korea used to be one of the top information societies in the world, but, for the last three years, Korea is the first in OECD member countries in both ICT and digital opportunity indicators. As a result, the benefit of informatization and digital opportunities increased, and the new technologies such as Web 2.0, social networking technologies, and smart technologies have emerged in various aspects of our daily lives. In Information Society, alienation from information results digital divide and the digital divide continues to economical and societal divide. Having access to information and being able to use various information technology tools are vital life resources for all in the Information Society. The purpose of this paper is to focus on the type of information alienations and digital divide experiences of women immigrants by cross-border marriages in Korea. There are four groups of people identified as vulnerable and experience deficiencies to digital divide and information technology. The four groups include those with disabilities, those living in rural area, elders, and low income family. Now, we need to add women by cross-border marriages as the 5th group of vulnerable people to information technology and digital divide. They have language difficulties, and experience cultural differences on top of economical, geographical deficiencies’. They need different information education and need to approach with their language, educational background, length of residence, and age. Therefore, the information literacy education should be approached based on their special traits with different levels of programs, classroom and online learning, contents relating to their future jobs, and to assist their children’s education.
