신도시개발의 공공시설 설치비용 분담구조 개선방안

초록

The new town construction project, which has been promoted to supply a large amount of housing in a short period of time in order to resolve the housing shortage caused by population expansion in the metropolitan area and stabilize housing prices, is due to the lack of public facilities and delays in the installation of schools, hospitals, libraries, and cultural facilities. It caused many problems and conflicts. The direct cause of the delay in the installation of public facilities was a tug-of-war between the local government and the project operator over the site of the facility and the cost of installation, and this problem is still ongoing. This study started from the research question of what is the plan to improve the installation cost-sharing structure for the effective supply of public facilities in new city development. As a result, the discussion on how to improve the installation cost-sharing structure reflects the opposing goals of project efficiency and profit redistribution. Based on the data survey and quantitative and qualitative analysis of these issues based on the awareness of such a problem, this study is a policy alternative to improve the cost-sharing structure for installing public facilities in new town development: ① maintenance of the existing system, ② the total amount of business operators; Four categories were suggested: burden, ③ investment in advance by the project operator, repayment after local government, and ④ full burden by local government. And the feasibility of each of these alternatives was evaluated, and as a result, the project operator's pre-investment and the repayment plan after the local government were evaluated as the optimal alternatives.
