초록
Existing arrangements to govern global spaces suffers from major democratic deficits. In these circumstances, the growing numbers of people have looked to civil society groups as a conduit for the democratization of global governance. Civic associations can represent the stakeholders by acting as a mouthpiece for abused or marginalized groups, increase transparency, promote accountability, and enhance the democratic legitimacy of the global governance via using partnership with or support from powerful actors such as governments and international organizations. The legitimacy of civil society has been criticized on account of internal and external accountability. However, accountability can take multiple forms. Legitimacy can be advanced and instituted not only through strengthening internal democratic procedures; but also through promoting universal human dignity or global justice, pressing implementation of international treaties, making coalitions with other NGOs that have extensive membership and have already been ‘legitimated’ by high levels of public support, building up expertise, criticizing and trying to redress the failing legitimacy of state to implement the already signed rules that govern global relations, using partnership with or support from other powerful actors in global governance, and lastly, by trying to enhance a reputation based on the logic of a market place of ideas.
