중국 소프트웨어산업의 기술추격과 정부의 역할

초록
This study analyzes technological catch-up and role of government in China’s software sector from Neo-Schumpeterian economics, which suggested that the way to perform innovation activities in each industry has a close relationship with technology regime of the industry concerned and suggested the concept of the window of opportunity which observe that when a new techno-economic paradigm appears,latecomers have an opportunity to compete equally with the incumbent firms. This study finds that indigenous SW firms in China have selected different learning and catch-up strategies in the different context of the knowledge and to technological regimes. For the online-game sector where imitation is easier and incremental innovation is more important than radical innovation, the Chinese firms started with doing publishing products of foreign and later on were able to secure in-house game development capabilities by imitating global leaders’ products. In the applied software sector where both imitation and creative innovation are difficult, the Chinese firms attained third-party technologies through an M&A, and they then differentiated their products by taking advantage of local specificities. This study also underscore the importance of the government and regulation as playing the role of ‘artificially opening’another window of opportunity for the late-comers, such as business restriction in online game and exclusive procurement for indigenous products in applied software.
