The Comparison of Policy-makers’ Subjective Perception and Objective Quantitative Analysis on the Path of Policy Diffusion

초록

Through which paths the policy is diffused? This study aims at enhancing the scholastic understanding of the policy diffusion by investigating the above question which has been ignored in the empirical policy diffusion study. For answering the research question, this study examines diffusion paths by using both the quantitative event history analysis and the survey on policy-makers’ subjective perception. The results of the survey on policy-makers’ subjective perception show that policy makers refer to neighboring governments, based on, in order of priority: the socio-economic similarity, the jurisdiction of the higher level government, contiguity, and the geographic proximity. The results of event history analyses reveal that the coefficient of the diffusion path based on contiguity is lowest and the coefficient of the diffusion path based on regional governments’ jurisdiction, which comprehensively reflects the socio-economic, administrative, and financial similarity and the geographic proximity, is highest in terms of the magnitude and the statistical significance. The findings of this study suggest that, to examine the policy diffusion, the researcher should set appropriate diffusion paths according to the characteristics of the policy and diffusion mechanism to be examined and use multiple diffusion paths when the theory is silent on the diffusion path.
