「교육시설법」 사전기획 제도의 현황과 시사점 -「건축서비스산업 진흥법」 건축기획과의 비교를 통해 -

초록
Compulsory education in Korea began in 1950; since then, approximately 22,000 educational facilities have established nationwide. To address the unique needs of educational environments, the 2019 Space Innovation Project and the 2021 Green Smart School Project introduced a Preliminary Planning process, which fostered the alignment of space design to future curricula and teaching methods. In June 2022, it was legislated through the Act on the Safety and Maintenance of Educational Facilities, thus leading to its application to many projects. This study examines the current status of Preliminary Planning and its institutional implications by comparing it with Architectural Planning under the Act on the Promotion of Building Service Industry. Analysis includes a review of the background, legal framework, procedures, and key components of both systems to identify differences in scope, content, and applicability. The results of a user satisfaction survey conducted within the Green Smart School Project were used as supplementary evidence to highlight the contribution of user participation to the effectiveness of the system, although it is not the major focus of the analysis. By conducting a comparative approach, the study confirms that Preliminary Planning is a critical system that links educational objectives with the design of physical spaces. At the same time, it points out the need for improvements at the institutional level to reinforce its role in forming educational environments that effectively respond to changes in curricula and the needs of users, thereby ensuring educational value and spatial quality.
