Some results on local decoding of panoramic video(EE1)

This contributin contains simulation results regarding EE1, At the 66th Brisbane meeting, the scope of EE1 was extended by including `regional random access` functionality. The regional random accessibility implies decoding a region of panoramic image while minimizing required overhead and decoding time.
