러시아의 아시아 중시 정책의 주요 내용과 평가

초록

Ten years after Russia officially began to focus on its ‘pivot to Asia’ or ‘turn to the East’, some questions about the effectiveness of the policy remain unresolved, both inside and outside of Russia, This critique stems largely from three main factors: the failure to meet the original policy objectives, the unclear policy objectives, and the ongoing restructuring in the Asia-Pacific region. This paper analyzes the background and characteristics of the emergence of the pivot to Asia in Russia, and how it influenced the development of the Far East region and political and economic cooperation with major Asian countries in the process of implementing this strategy. It also evaluates Russia’s pivot to Asia and reviews its achievements and problems. Clearly, the present Russia is actively promoting regional economic integration by the Eurasian Economic Union and strengthening economic relations with Northeast Asia and the Asia-Pacific region, including Korea, China, and Japan. However, there are problems in political and economic cooperation with these countries. In Central Asia, where member states of the Eurasian Economic Union are located, there is a possibility that a conflict of interest may arise with China's Belt and Road Initiative. In addition, economic cooperation with each of Korea, China and Japan remains within the framework of the two countries and could not form a unified regional economic space. In the future, it is expected that the expansion of the Eurasian Economic Union will be promoted as well as strengthening the link with China through the ‘Greater Eurasian Partnership’.
