Government reorganizations in Korea: Lessons from the UK's Build Back Better plan

초록

The purpose of this study is to make policy recommendations on the future government reorganization in Korea by examining recent government reorganizations in the U.K. to build back better. In contrast to Korea, government reorganization has been flexible and resilient with no support from written laws in the U.K. parliamentary system. It is the product of the political and symbolic gesture of the prime minister to maintain the balance of power, respond to environmental change, and reduce costs in the administration. The recent U.K. government reorganization leaves many lessons for the next administration in Korea. We propose that the new Korean government build a governance system that tackles complex and unforeseen public problems that often require fast decisions. The new government should be resilient but stable to create policy decision spaces to accomplish common goals with relevant stakeholders.
