초록

This paper analyzes the causes, characteristics, and trends of the (New) Korean Wave and discusses the cultural policy implications for the age of globalization. The Korean Wave, another miracle of Han river, is a significant success for Korea from both emotional and economic points of view. Five elements have contributed to the rise of the (New) Korean Wave. The competitiveness of Korean popular culture was the internal factor, while the political economic changes in the East Asian countries the external factor. The individual factor was a few entertainment business entrepreneurs and governmental supports constituted the policy factor. Finally the technological factor refers to the global spread of digital social media. The major characteristics of Korean Wave are two-fold: hybrid-culture and success-without-design. The enlargement of constituents and the regional expansion of influence are two main trends observed in the history of Korean Wave. The guarantee of the freedom of expression, the opening up of the cultural market, the renouncement of the obsession with cultural purity,and the ideational conversion to the 'beast paradigm' are some of the policy implications drawn from the analysis of Korean Wave.
