초록

This study looks into the basic tone of the policy’s transformation by change of governments and its effects on change of concentration of financial power. Control policy to concentration of financial power was introduced in Chun Doo-hwan regime, didn’t have a great change in Roh Tae-u regime, and was slightly tightened in Kim Yong-sam regime. The policy have a great change, overall deregulation tendency, in Kim Dae-jung regime. After that time, it was continually softened regulation in Roh Moo-hyun and Lee Myung-bak administration. The present government, Park Geun-hye regime, strengthened the policy in early days of new administration. Concentration of financial power is divided into three notions, general, market, and ownership concentration. General concentration means the portion that a target economic player accounts for whole economic wealth. Market concentration refers a target economic player’s monopoly position. Ownership concentration represents the same owner and his stakeholder have how much degree to which the control firms. The result of study shows changes of the policy have no many associations with general and market concentration, but are closely intertwined with ownership concentration. General concentration is more related to firms designated as conglomerate, their wealth, and general economic condition. Market concentration is more relevant to government intervention to merger and acquisition market and the degree to activation of domestic market. Excessive power of chaebol owner and his family must be managed because firms cannot controlled by person as being larger. The policy has enough appropriateness and effectiveness since it acts as effective regulation to manage chaebol owner and his family’control rights over cash flow rights.
