지방정부의 행정역량개발에 관한 연구

초록

In the process of local self-government, each local government is faced with many challenges, one of which is to enhance the administrative capacity. In order to accomplish successful decentralization and localization, local government itself should have not only autonomous power but also enough administrative capacity coping with its various administrative demands. This study devoted to show how to build conceptual and strategic framework to develop the administrative capacity of local government by suggesting some directions and policies. In so far as the research methods is concerned, this study is based on the theoretical approach largely by literature reviews. The task of developing the administrative capacity of local government start with the strong will of chief executive of local government and then it should be institutionalized according to the concrete strategies inclusive of inner motivation among the civil servants. In this respects, each civil servant needs to be more active in adopting and realizing the strategies. So as to accomplish this task successfully in local government, it needs financial aids from central government and technical advise of specialists for developing programs and enacting them.
