Emotional Labor Research in the Korean Public Sector: A Critical Review with Social-Structural Approaches and Case Analysis of Female Civil Servants with Children

초록

Research on emotional labor has expanded from the private to public sector since the seminal work of Hochschild, with a growing body of scholarship in Korea. However, theoretical integration remains limited due to differences in conceptualization and measurement, and most studies focus on human resource management, neglecting social-structural contexts. This study critically reviews research on emotional labor in the Korean public sector and explores avenues for theoretical and methodological expansion through a qualitative, social-structural approach. Drawing on grounded theory analysis of complaint-handling experiences among female public officials with children, the study identifies gendered additional burdens of emotional labor and the reproduction of inequality through task allocation. These findings suggest that emotional labor should be understood not merely as individual emotion management but as a mechanism through which social-structural inequalities are reproduced.
