장애인 방송접근권 확대를 위한 화면해설방송 편성의 개선방안 연구: 지상파 3사의 편성 현황 비교분석을 중심으로

The analysis of the Descriptive Video Services(DVS) programmings by the three terrestrial TV broadcasters in the period from January to August in 2014 when DVS became mandatory shows that KBS1 provided the most in airtime and program numbers while SBS did the least. All the three have trouble in achieving diversity in contents of the programs. The DVS programs are furnished only in some limited genres and mostly scheduled in daytime or midnight, rarely in prime-time. A number of programs were rerunned by all the broadcasters. Such problems are deemed to stem from quantitative regulation on programming which demands time allocation of at least 10% for DVS, without any accounts on types, time slots, availabilities of the programs. Concurrent conclusion was drawn from the exploratory interviews with DVS making crew. To achieve adequate access to broadcasting services for people with disabilities, specific and detailed requirement, such as set by Ofcom in UK, should be provided. Social circumstances for voluntary provision of DVS by broadcasters need be arranged as well.
