이머징 기술 위험의 적응적 위험평가 방안에 관한 연구

초록

As social anxiety on risks posed by emerging technologies has raised policy issues in the fields of science and technology, various methods for risk assessment have been developed to identify and manage risks for each technology area. Meanwhile, uncertainties or unexpected social problems have evolved rapidly, and the concerns of the public are dependable on the level of understanding of technology, such concerns are needed to be governed by new risk assessment framework which is beyond the prior tech-centric approach. Therefore, this study suggests a risk assessment framework to timely identify and characterize emerging socio-technical risks from a risk governance perspective which is a collective decision-making structure for multi-stakeholder. We incorporate theoretical reviews of the risk governance to establish the purpose for a new risk assessment framework, and emphasize adaptability as a key competency in consideration of the characteristics of emerging technologies. We name it adaptive risk assessment and design a procedure to improve adaptability.
