A Study on Enhancing the Performance of Surplus Funds in Multi-Family Housing through the OCIO System

초록

As of 2023, the total annual funds related to multi-family housing amount to approximately 36 trillion KRW. However, current regulations restrict investment options to bank deposits, fundamentally limiting the potential for performance enhancement of these long-term funds, which could otherwise be invested over a period of up to 30 years. This overly conservative approach creates significant challenges: for multi-family housing owners, it fails to achieve even the basic goal of hedging against inflation, and at the national level, it hampers opportunities to advance the capital market. To address these challenges, this study explores—for the first time—the introduction of an OCIO based investment pool system to manage surplus funds in multi-family housing. It also offers policy implications by pioneering new opportunities for domestic capital market growth, such as strengthening OCIO services. Crucially, this study goes beyond a supply-side perspective that focuses solely on implementing a new system. Instead, it incorporates design thinking principles to ensure the system is developed and operated from the perspective of the ultimate stakeholders—multi-family housing management entities.
