위험커뮤니케이션과 편향: 신고리 5·6호기 공론화를 중심으로

초록
Since the end of the public deliberation committee on Shin-Gori nuclear reactors No.5&6, many public sectors have applied public deliberation. Considering the importance of communication about risk in the decision-making process of public policy, this study especially focused on ‘Bias’ that hinders risk communication. As a result of the analysis, the ‘availability bias’ and ‘anchoring effect' expected due to the lack of reliability and accuracy of the information in the deliberation sourcebook and initial judgment. There was also a tendency to ‘group think’ and ‘salience bias’ in the process of discussion. In addition, factors such as ‘hindsight bias’ in judging results based on specific causes and ‘framing effects’ in questionnaires were found during decision making and management processes. However, it was difficult to confirm whether the final choice was due to ‘confirmation bias’, and it was also difficult to confirm whether people changed the ‘stigma effect’ on nuclear power plants. These findings confirm that delicate efforts are needed to pay attention unique biases in the design and operation of public deliberation.
