테크놀로지 활용 교육정책의 현황과 과제: 토픽모델링을 중심으로

This study identifies major issues and characteristics in government education policy involving technology from the past 20 years and explores changes in core policies by each presidential administration. We selected 194 press releases related to education policy involving technology, from among 5,780 Ministry of Education press releases across four administrations from 2003 to 2022. We analyzed the data from the press releases using topic modeling. After converting the text of the press releases into a standardized structure, topics were determined based on key words derived from TF-IDF analysis through a 2-mode network. The analysis results were visualized as a keyword network map. Major findings are as follows. First, in the Roh Moo-hyun and Lee Myung-bak administrations, major policy topics were related to ‘digital textbooks’ and ‘cyber home learning.’ Second, in the Park Geun-hye administration, major topics were the ‘introduction of K-MOOC’ and ‘software education’. Third, in the Moon Jae-in administration, key topics were ‘software education’, ‘edu-tech’, and ‘AI education’ based on the ‘Korean New Deal’ policy. Last, a common topic in all four governments has been the construction and advancement of ‘ICT-based education infrastructure’. Based on these results, implications for future technology education policies are presented, and limitations and possible follow-up studies are discussed.
