지속가능발전을 위한 알제리 ‘사회연대경제’ 정책 특성 분석: 정치성, 경제성, 상징성

초록

This study aims to understand how Algeria has been accepting the international policy trend normalizing the social and solidarity economy(SSE). Using the analysis framework of Dacheux et Goujon, we examine the policies and public opinions on the SSE in Algerian press and academic papers focusing on the case of PAJE. We find that the authoritarian government is leading the institutionalization process of the SSE in the country, which results in civil society's failure to recognize the difference between the SSE and the government's labor policy. Economically, Algeria's SSE aims to promote youth employment and to formalize the informal economy. The discourse analysis shows also that the solidarity tradition of the Kabili society represents the future vision of the Algerian modern SSE practices. For the development of the SSE in Algeria, promoting citizens' autonomy, combating corruption and smuggling by the upper classes, and critical discussions on sustainable development are needed.
