지방 도시의 원도심 활성화 사례연구 ― 후쿠야마시 역전상점가 재생모델

초록
This study analyzes the station-front shopping district regeneration model of Fukuyama City, Hiroshima Prefecture, Japan, where population decline and urban hollowing-out are progressing simultaneously, and derives policy implications for Korean local core cities facing similar challenges. Data reliability was secured through field research, in-depth interviews, and triangulation conducted in February 2026. The Fukuyama Model has three core features. First, a public-private collaborative governance structure operating through a dual council system - the Design Council and the Action Council - centered on the Station-Front Regeneration Promotion Division. Second, the voluntary transformation of the Hondori arcade into a street garden. Demolishing an 88-year-old arcade while reducing maintenance costs and introducing green elements initiated a point-to-line-to-area spatial expansion strategy, whereby public space development induces activation of adjacent private real estate. Third, an economic circulation structure utilizing private financing through Park-PFI and renovation-based community development. These features collectively produced measurable outcomes: a 28% rise in land values, a net increase of 42 stores, and pedestrian flow increases of 1.2 times on weekdays and 1.4 times on weekends. Policy implications for Korea include eliminating administrative silos, supporting voluntary decision-making by shopping districts, developing eco-friendly pedestrian spaces, and facilitating professional talent inflow.
