지역주의와 지역화의 맥락에서 본유라시아경제연합(EAEU) 결성의 의미

초록

This paper aims to examine Eurasian regionalism and integration in the context of new regionalism and global regionalization. If we consider nature and meanings of the Eurasian Economic Union (EAEU) from this perspective, we can derive following conclusions. Firstly, the EAEU project can be understood as a response from the post-Soviet space against the challenge of globalization. And, conceptual foundation of the EAEU depends on three theoretical pillars from the perspective of the new global thoughts: the concept of global regionalization, a multi-polar world, and the geo-political concept of the Heartland. Secondly, inter-governmental cooperation in the EAEU must be based on various intersecting integration projects participated by governments, sub-governmental and supra- governmental institutions. And, inclusion of other countries into the regional organization, without limiting to the former-Soviet countries, can be an effective way to eliminate the criticism such as a resurrection of the USSR. Thirdly, the EAEU project is currently pursuing a meaningful status of a key pole in a multi-polar system comprised of global regions. As regards this, future of the EAEU depends on whether it could be evolved into an economic and political organization which can promote effective dialogue between Europe and the Asia-Pacific region. Fourthly, the Eurasian integration process has currently developing mainly “from top to bottom” and leaders of the three Customs Union countries, such as Russia, Kazakhstan and Belarus, have played a major role. However, “from the bottom” approach also can be found in the process and motivation for the Eurasian integration, and business circle has played an important role in this perspective.
