초록

The primary purpose of this paper is to analyze the extent to which Indo-U.S. strategic partnership with more increased momentum since Prime Minister Narendra Modi's coming to power and, on the opposite side, the start of Russian-Pakistani military cooperation will affect the traditional Indo-Russian strategic partnership. New Delhi's drive for an alignment with US within the framework of Act East policy by Prime Minister Modi and Moscow's initiation of military cooperation with Pakistan as a 'tit-for-tat' measure have brought a tension between India and Russia, old strategic partners and become a main factor causing rearrangement of the bilateral relationship. An essential prerequisite for “natural allies” bonding the Soviet Union and India in the Cold War era has disappeared. In the situation that Russia cannot act as a balancer to rising China, the attempt by New Delhi to find a strategic partnership in the US is a vital option to curb the main security threat, China and Pakistan. However, shared perspective and interest by the two countries still remain such as complementary geo-strategic status, the consensus on a multi-centered world order, the emphasis on strategic autonomy, and from long-term perspective the necessity of curbing China. In consequence, whereas the weakening of strategic partnership continues, Indo-Russian relationship is likely not so much to cool rapidly as continue friendly readjusting.
