초록

Traditionally cultural diplomacy has been regarded as a measure to realize national interests by promoting the national image using cultural resources. In this perspective, culture was an instrument of diplomacy. However, culture should not be considered simply as an instrument but treated as a purpose in this era where culture becomes highly securitized thanks to the incidents such as 9.11. The main task of cultural diplomacy should be the reduction of possibility of the clash of civilization, and the exploration of co-existence and co-prosperity through cultural exchange and cultural hybridization. Therefore, the cultural diplomacy that puts priority on maximization of national interests or realization of commercial profit without sensitivity to cultural differences should be reconsidered. Cultural diplomacy that regards culture only as an instrument of diplomacy might lead to cultural conflicts that potentially have serious security implications
