이해관계자 코포라티즘?: 사회적 협의에 새로운 주체들의 참여에 대한 국제비교연구

This study analyzed a tendency of new actors to participate in the social concertation beyond the existing labor, management, and government, and to expand the agenda from labor issues to economic, social, and environmental ones. In particular, the questions are whether labor and management are exclusive actors in social concertation, and whether new civil society groups have a equal rights with tripartite actors in dialogue process if new civil society groups participate in this process. By comparing the cases in eight countries, public dialogues would be divided according to actors and agendas in social concertation and civil consultation. In social concertation where labor issues is essential, labor and management became central actors and other NGOs were only an auxiliary role. There was a contrario sensu a tendency for labor, management and civil society to participate and operate with same qualifications in civil consultations on the economic and social agenda. These findings imply that it is necessary to clarify one’s outlook as a social concertation or a civil consultation in the future operation of the Economic, Social & Labor Council in Korea, and to decide on a consistent operation plan with this statut.
