시청자 참여 심의제 도입에 관한 탐색적 연구: (가칭)시청자심의단 시범 사업에 대한 평가를 중심으로

The idea of viewers’ participation on the television content regulation was proposed in the past, but is about to realize with the proposal of Korea Communications Standards Commission and reports by news media. This study tries to verify the validity of viewers participatory system of TV content regulation, with the re-analysis of field observation data from the case of ‘Viewers Reviewing Group.’ The results show that viewers’ judgements tend to be agreed more, when they are allowed to express their opinions and hear others.’ It can be understood as the result of deliberation, through which viewers are inferred to mediate their ideas in the mind. When comparing the results between genres of television programs, the differences of judgement in a review group is smaller in entertainment programs than in news and current affairs programs. 7 or 9 members is more appropriate for the size of review group considering the possibility of deliberation in the group. If applicable, service of relevant information on the impending program and other supports, such as the testimony of producers corresponding to the program should be provided for the reasonable final decision by the viewers.
