The idea of hospitality needs to be publicly discussed in a society like South Korea, which is in transition towards a country of immigration. The concept of hospitality refers to attitudes as well as practices on the basis of three values — transboundariness, equality, conviviality — when it comes to making relationship with social minority. In this light, this article aims to develop the Migrant Hospitality Index as part of efforts to measure the level of hospitality for migrants and construct the cultural political governance in an immigrant society. Hospitality for migrants is to be defined in terms of 15 indicators over the 3 dimensions — rights, communication and culture, and socio-economy. A cross-country analysis was conducted over 23 OECD member states including South Korea. The results show that Korean society was ranked very low in the dimension of communication and culture(22nd) and the sub-dimension of security and protection(21st). The level of institutional protection of basic rights of migrants was also found quite low(19th). This implies the urgent need for policy discussion about how to improve the level of migrant hospitality in these areas.
