초록
This study aims to identify key planning factors for Small-scale Housing Management Areas (SHMAs) and to derive policy implications for improving the institutional framework. Despite increasing policy interest in SHMAs, limited research has systematically examined the relative importance of planning factors from an integrated urban management perspective. To address this gap, planning factors were identified through a literature review and Focus Group Interviews (FGIs), followed by an Analytic Hierarchy Process (AHP) analysis involving experts in urban planning, architecture, transportation, civil engineering, real estate, and finance. The results indicate that project feasibility and financial burden, road and accessibility improvement, land-use rezoning, and public parking provision emerged as the most influential planning factors. In contrast, socio-economic characteristics and post-management linkage factors received comparatively lower weights. These findings suggest that the current SHMA policy framework is primarily perceived as a project implementation- and infrastructure-oriented urban management system. This study contributes to the literature by conceptualizing SHMAs not merely as deregulation-based redevelopment projects, but as neighborhood-scale urban management systems integrating project feasibility, infrastructure provision, and public interest. Based on the findings, the study proposes strengthening public support mechanisms, adopting infrastructure-first management strategies, and establishing integrated neighborhood-scale planning frameworks.
