The HanaTV service provides VOD to cable providers in Korea and to TransACT Communications in Australia. TransACT also operates its own VOD services including sports and adult content. In the U.S.A. ReelTime.com operates a streaming VOD service, using P2P technology. Multicast delivery is one of the solutions to reduce the cost in Video-on-Demand (VoD) systems. In order to reduce the viewer's waiting time for a large number of requests, an efficient Near VoD approach for hot video is a Broadcasting method. However, previous methods for broadcasting systems require the management of a number of video segments, long waiting time, much storage capacity, channel hopping and concurrent channel usage. To solve these problems, this paper proposes an Interleaving Harmonic Staggered Broadcasting (IHSB) scheme for sending segments by interleaving method. Simulation results show that reduction of VoD system reduction of complexity while maintaining efficiency than other VoD systems. Proposed method improves a reduction of viewer waiting time and client buffer requirement. As we see theFig.4, viewer's waiting time in the IHSB is similar to the HB when k is less than 2. The buffer requirements of proposed method are 24 %(h=3), 15 %( h=5). In comparison, the HB scheme requires 37%. Accordingly, we find the reduction of the maximum buffer requirements Z as increasing video diving coefficient h.
