An Exploratory Study on the Organizing Factors of Employer Association Organizing: Focusing on Korean Film Industry

초록

This research analyzed the case of organizing film industry employer association(EA). Based on this, unlike theory and the developed countries’ cases, it is possible to organize the EA without the pressure of strong labor unions and anti-employer policies/legislation. The industrial union of early 2000s that emerged in the Korean film industry did not have strong bargaining power enough to lead to the formation of the EA. In addition, when faced with an industrial crisis of a reduction in screen quotas due to the government’s conclusion of the Korea-US FTA at that time, the film industry producers’ organization did not have the organizational and financial power to protect and carry out the collective interests of employers. Instead of individual actions, producers decided to take a strategic choice to organize EA to respond the economic threat of screen quotas, which facilitated ‘interdependence between labor union and employer’. Interdependence was utilized as a resource by employers to transform producers’organization to the EA. After the end of the screen quota phase, the EA repeatedly pursued their own collective goods like labor market standards and rules. In short, the environmental factor of the screen quota, recognition of interdependency to achieve a common goal with the labor union, and lastly, the strategic choice to continuously pursue the collective interest of setting labor market rules were the main factors in organizing the film industry EA.
