국가 R&D의 도전성이란 무엇인가?: ‘도전적 연구’의 속성과 시사점

초록

This study analyzes the properties of ‘challenging R&D’. Based on qualitative research such as literature review, 4 major properties are found. Those are ambitious goal setting, novel methodology, longevity and uncertainty. It is revealed that due to these properties, R&D performers and supporting agencies avoid challenging R&D and moral hazard happens in the whole R&D process. A case study on DARPA shows that DARPA prevents the negative effects through various schemes such as more proactive role of funding agency, active risk management and so on. In conclusion, drastic innovation in the R&D management system is needed in order to secure challenging R&D.
