Interjurisdictional Competition: Justifications, Practices, and Reinforcements

초록

Interjurisdictional competition, or a policy competition among local governments at the same level for attracting people and businesses into their jurisdiction, works towards an enhanced policy responsiveness of local government to their citizens’ preferences. Interjurisdictional competition has its own weaknesses such as the reduction of tax revenue and government spending, but an overall evaluation of interjurisdictional competition in Korean local government setting, indicates that it has far more merits than limits. Given this understanding, this paper seeks a way to inject more competition into Korean local government system. More specifically, this paper comparatively evaluates three major proposals currently available—Lee Younghee’s, central government’s and Yoo Jaewon’s proposal-to find out the best one for changing Korean local governments into a more competitive system.
