선거보도 심의 및 심의기구에 대한 제도적 개선방안 연구 - 2004년 이후 대선 및 총선 보도에 대한 중복심의 논의를 중심으로 -

초록

The purpose of this study is to explore possible institutional improvements in election news reporting regulations and review boards. For this, on the one hand, we compared the constitution of multiple deliberation commissions and regulations. On the other hand, we explored the problems of redundant or overlapped regulations on election reporting by analyzing the cases of decisions of three election reporting screening institutes between 2004 and 2016. The findings are as follows. The issue of redundant or overlapped regulation did not turn out to be the major issue as had been previously asserted, considering that there were only five cases of found in relation with redundant and overlapped regulations. Of these, three were found to have different decisions from one another. This can be interpreted as a result of a disparity in regulations and the ambiguity in the applications of criteria. In fact, despite the fact that the regulations in each deliberation commission shared a common concepts, there were differences in the specificity of the articles indicated. The result of this study is significant in that it offers practical approaches to improving institutional regulations regarding election reporting.
