The Financial Action Task Force (FATF) adopted and issued a public statement which is a binding international standard to VASPs (Virtual Asset Service Providers) at the plenary meeting of Jun. 21, 2019. In accordance with this, each nation should organize related systems and laws until Jun., 2020 while VASPs establish anti-money laundering system. However, it may be difficult for VASPs without sufficient capital and history relative to the existing financial institutions. It is especially challenging to develop ‘Wire transfers’ System described in paragraph 7(b) of the INR 15 on New technologies. We suggest how to establish the effective ‘wire transfers’ system on RegTech for the existing cryptocurrency exchangers and Venture companies intended to enter the VASPs in the future. Regarding the methodology of establishing ‘wire transfers’ system, we propose a two-way wire transfer of FATF recommendation 16 and US FinCEN Travel Rule. We also propose Watch List Filtering system solution in the cloud system instead of purchasing high-priced Watch List Filtering system of Venture company.
