공공조달 참여가 중소기업의 경영성과에 미치는 영향

초록

This study examines the effects of small and medium-sized enterprise (SME)s’ participation in public procurement on their short-term financial performance. Public procurement may make differences in the performance of participating firms, because government agencies have different objectives and characteristics from private buyers. Especially “SME-exclusive public procurement (PP)”, which explicitly aims to support SMEs, is expected to effectively improve the participating SMEs’ financial performance. The empirical results of this study show that participation in public procurement helps relieve financial pressure for SMEs which participate in the SME-exclusive PP, thanks to the prompt payments for the public procurement. However it is unclear whether PP affects the profitability of the participating SMEs.
