계획의 실패 또는 한계에 관한 연구 : 허리케인 카트리나로 인한 뉴올리언즈 시의 재난을 중심으로
초록
This study reviews the possibility of failure and limitations of planning through the case of hurricane Katrina in 2005. Katrina was a disaster that had been predicted enough despite its actual tremendous damage. We cannot blame the absence of planning in the way that the effects and measures were adequately studied previously in the case of Katrina. However, the prepared plan did not provide needers with needed services. Rather, we can identify that the repeated planning process intensified planning problems rather than solved them. This study argues that actual planning tends to fail due to its inherent limitations. Such a possibility is found in human behavior, political economic reality, complexity of societies, and middle class-oriented and elitist attributes of planning.
