A Study on the Influence Factors of Legalization of Social Pact:Focused on the Quantitative Analysis of Social Pact on February 6, 1998

초록

Precedent studies have not identified the conditions under which social pact are legislated in Congress. The study identified independent variables that conditioned the legislation of social pact. The February 6 social pact in 1998, which achieved a number of reform bills, was designated as the subject of research, and the legislative conditions were analyzed through the analysis of binominal and multinominal logistic regression. This is the first quantitative analysis of Korea's social pact. As a result of the study, it was confirmed that 120 related bills had passed Congress for six years until 2003 with 51 of the 90 provisions of the February 6, 1998 social pacts being legislated. The 120 bills passed the National Assembly through nine standing committees, and are classified into 29 bills proposed by lawmakers and 91 bills proposed by the government. The bills were revisedp(63), but the original(58) were passed in respect of the social pacts. Economic, institutional and political factors that influenced social pacts demonstrated that they were also significant in legislative terms. It has also discovered certain variables that condition only parliamentary legislative work.
