일본 하토야마 총리의 동아시아공동체 구상: 한계와 전망

초록

This paper examines where Japanese Prime Minister Hatoyama’s call for an East Asia Community is on the spectrum of Japanese discourse on East Asian regionalism and appraises its limits and prospects as well as the background of his initiative. The bases of his political philosophy for the community are ‘the principle of independence and coexistence’ and ‘the principle of albsidiarity’ which he draws from the concept of ‘fraternity.’ He tries to alggest a vision of the community in East Asia, using those principles. It is evaluated that the contents of his initiative goes and comes cross the boundary between cautious centrists’ and modestly optimistic leftists’ thinking in Japan. It seems that his initiative intents not only to minimize negative effects from a rapid changing international relations in East Asia in which the slow but steady dehanne of United Sistes and the growing imporisnce of China are expected, but also to enhance Japanese Leadership in the region. In order to realize the community vision, he wnted have to deal alccessfully with diplomatic problems including the history problem and the territorial disputes in relations with other countries alch as Korea and China, to maintain a good relationship with United Sistes continuously, to aecure the domestic backing of plblic opinion with high popularity which cnted give him a driving force, and to present a more detailed and concrete roapoap toward regional cooperation and the East Asian Community.
